Tax rate up, $214 million in bond orders clear at Boerne ISD's September meeting

The September meeting was all money, and the board spent it unanimously.

The Boerne ISD Board of Trustees adopted the 2026-2027 property tax rate at $1.0065, which is effectively a 3.14 percent increase in the tax rate. Motion: Garrett Wilson. Second: Kristi Schmidt. All seven trustees voted Yea. The public hearing on the rate opened at 8:58 p.m. and closed at 8:59 p.m. with no comments from the audience.

The board also approved two bond orders on a single motion (Carlin Friar, seconded by Rich Sena), 7-0: an order authorizing up to $151,835,000 in Unlimited Tax Refunding Bonds, and an order authorizing remarketing of the district's Variable Rate Unlimited Tax School Building Bonds, Series 2023, up to $62,540,000. Both delegate document approval and execution authority to district staff.

Also passed 7-0: the SB 12 annual certification of compliance (directing the superintendent to file via ASK TED by September 30, 2026; motion Friar, second Schmidt; the public hearing drew no comments), the district's updated legislative priorities for the 90th Legislative Session in 2027 (motion Friar, second Schmidt), the consent agenda of ten items including prior minutes, purchasing, teacher salary schedule updates for uncertified teachers, university partnership agreements, and a Workforce Solutions Alamo MOU (motion Sarah Faulkenberry, second Friar), a closed-session personnel report (motion Faulkenberry, second Sena), naming Friar as voting delegate and Courtney Darter-Bruce as alternate to the 2026 TASB Delegate Assembly (motion Schmidt, second Dallas Pipes), and budget amendments with the donation and tax collection reports (motion Faulkenberry, second Wilson). No motions failed.

Other business: trustees got committee reports on finance, facilities, policy (first reading of policy FNA(LOCAL) comes to the October meeting), SHAC, program evaluation, PTO, and the Boerne Education Foundation; Wes Scott briefed the board on the Kendall County Appraisal District board appointment process; and SBOE representative Tom Maynard discussed the permanent school fund and coming social studies curriculum changes.

Superintendent Dr. Kristin Craft reported district enrollment at 11,148, met-with parents and staff on special education, and said the Campus Boundary Committee and the Student Centered Scheduling Committee convene this fall. Six campuses earned Purple Star designations (Champion High, Boerne High, Boerne Middle School North, Cibolo Creek Elementary, Van Raub Elementary, Voss Middle School), and the board was recognized as a Top 5 Honor Board in the state.

The meeting adjourned at about 9:07 p.m. after a closed session that ran 5:00 to 6:30 p.m.
